Cut a length of ribbon long enough so that you'll be able to tie a nice bow, and it helps to do a test run before cutting the ribbon from the roll! Slip the ribbon loosely around the candle and single-tie the ends together where they meet, and begin inserting the cinnamon sticks just as shown in the picture. Once all of the sticks are in place, tighten the ribbon knot and tie again so that the ribbon doesn't loosen. Then you can tie a bow.
